Theft Briefing

A briefing on handling of theft cases involving government properties and monies was held on the 24th Aug 2010 at DID Headquarters and attended Ir. Richard Tang, the Deputy Director and officers from Headquarters and Districts. En. Roslan Lampakas from the State Ministry of Finance stressed on the importance of adhering to the processes and procedures of reporting. It was pointed out that the initial report to the Ministry of Finance must be made within a month of the theft and subsequently the final report within four months of the theft. It was also stressed the importance for the Officer-in-Charge of the Department, namely the Director, to appoint an investigation committee (team) to carry out internal investigation.


Theft Investigation, Ranau
24 Aug 2010

Ir Richard Tang, Deputy Director, together with Patrick Chang, Senior Assistant Director of Mechanical Services visited DID Ranau on the 20th Aug, to investigate several theft cases that happened in 2008 and 2009. Present were Robert Gampawi, the district engineer and his staffs. The investigation is in line with Treasury Instruction and advice from the State’s Ministry of Finance. A report will be submitted to Ministry of Finance for further action.


 

NAHRIM's Visit to Pantai Manis, Papar

A group of six National Hydraulic Research Institute of Malaysia’s (NAHRIM) officers, led by its Director General, Ir. Hj. Ahmad Jamalluddin Bin Shaaban, visited Papar on 28 July 2010. According to NAHRIM, the purpose of the visit was to assess the situation in Pantai Manis, in preparation for a report to KSU NRE, following the Audit Report on the Coastal Erosion Control Project.

In conjunction with the visit, a briefing was given by DID Papar District Engineer followed by Q&A before the group was brought to the site for a visit.

Minister of Agriculture and Food Industry's Visit to Kawang

Over 300 coastal villagers in Kawang can expect minimal impact from floods once a short-term measure to deepen the mouth of Sg. Kawang is completed by the end of this year.

Deputy Chief Minister, Datuk Yahya Hussin said the State Government has channeled about RM2 million to the Drainage and Irrigation Department (DID) to carry out the Riverbank Protection Works project for Sg. Kawang.

"The main component of this project is riverbank protection up to 60m and river dredging for 680m from a concrete bridge along the KK-Papar road to the mouth of Sg. Kawang.

"I was briefed by the DID Papar engineer Chung Chan Ngee that the main purpose of the project is to deepen the rivermouth to smoothen the flow of flood waters from the coastal villages in the Kawang area.

Another objective is to protect the riverbank from erosion," he said.

Also present were Local Government and Housing Assistant Minister Datuk Ghulam Haidar Khan Bahadar who is also Kawang assemblyman, Sabah DID Principal Assistant Director Ho Tsun Lin, Papar District Officer Iman Ali, People's Development Leader for Kawang Juil Nuatim and other officials.

19th DID Sports Carnival

DID Kota Kinabalu Sports and Recreation Club was given the honour to organise the 19th DID Sports Carnival. The games began on the 18th of March 2010. Newly introduced games were Futsal, Bowling and Snooker; in total there were 14 events including march pass that were up for grabs. The games were very succesfully organised and all the members and some with their families enjoyed themselves over the 4 days of quite intense competition and cumulated with a dinner and prize presentation on the the 21st of March at the Putera Ballroom, Bukit Padang, Kota Kinabalu. Ir. Ng Chee Hing, the Director of DID, Ir Charles Yeo, President of the DID Sports & Recreational Club, and senior officers joined the members in the dinner. DID Kota Kinabalu Sports and Recreation Club was declared the overall champion after collecting the most points. Results.

6-Hawks wins!
12 August 2008

The QCC (Quality Control Circle) or better known as KMK (Kumpulan Meningkat Mutu Kerja) 6-Hawks of DID Kota Belud emerged champion in the technical category at the recently held State level QCC Convention held in Kota Kinabalu. They have been given the honour to represent the State in the national-level convention to be held in Kuching in November this year. Meanwhile Jinuin Victor won the Best Facilitator Award in the technical category.

As in the previous years, DID participated in the 2008 Farmer's Day celebration. The Department's main objective this year was to highlight the important role it plays in Irrigation. This is in response to the Government's effort in tackling the food security issues facing the country today. The whole event was organised by the Ministry of Agriculture and Food Industry Sabah and was held from the 4-6th July 2008 at the KPD Complex at Likas Bay. YAB Datuk Seri Panglima Musa Aman officiated the function.

YB Datuk Seri Panglima Haji Yahya Hussin visit to DID

The newly appointed Minister of Agriculture and Food Industry, YB Datuk Seri Panglima Yahya Hussin paid a visit to DID HQ today. A briefing on the department's roles and functions was presented by Acting Director Ir. Ng Chee Hing. Accompanying the Minister was his two Assistant Ministers namely YB Datuk Bobby Suan and YB Datuk Musbah bin Haji Jamli and En. Matius Sator, the Permanent Secretary of the Ministry. The Minister emphasised on the need to carry out all the planned development projects escpecially those in the 9th Malaysia Plan. He also rightfully pointed out the 'fruits' of the projects are slow to be seen as most development projects, due to its comprehensiveness will take years to complete. After the briefing, the Minister took time to visit some sections and chat with the Headquarters staffs.


Ir. Ng Chee Hing is appointed Deputy Director

Ir. Ng Chee Hing who headed the River and Costal Engineering section has been promoted to the post of Deputy Director, J54 effective the 14th of November 2007. He has also been appointed to carry out the duties of the Director by Datuk Gregory Joitol the Permanent Secretary of the Ministry of Agriculture and Food Industry effective 1st December 2007. The handing-over was held today, witnessed by Datuk Gregory Joitol. Ir. Richard Tang was caretaker for the Department since the 22nd of September 2007.

QCC from JPS Kota Belud manages 3rd-placing
26th Nov 2007

They call themselves 6-HAWKS. Lead by team leader Technician Alexander Andrew and facilitated by Mechanical Engineer Jinuin Victor, they manage third placing (out of 9 teams) in the technical category at the QCC Convention of Drainage and Irrigation Malaysia which was held in Langkawi on the 1-4 November 2007. Their project title is "Difficulties in Servicing Engines for Pumps". For their effort they won RM500.00. Other members of the group are Lejimit Kubud (Secretary), Mark Lester Lahai, Ireneus James, Johanes Tuah and Sisun Lapayoh. The team is very grateful for the support from the top management.


DID Director Retires
21 Sept 2007

Ir. Ho Jin Wah, Director of DID since year 2000 and having served the Department since 1st July 1975 today the 21 September 2007 clocked-out for the last time at 5.00pm witnessed by officers and staffs of the Department. Born on the 22nd September 1950, he graduated from University Malaya with a degree in Civil Engineering. Due to his excellent services he was conferred the Ahli Darjah Kinabalu (A.D.K.), the Ahli Setia Darjah Kinabalu (A.S.D.K.) and finally the Justice of Peace (J.P.) in the 2005.

The newly constructed Kopimpinan Pump Station was officially opened by Datuk Haji Abdul Rahim Ismail, the Minister of Agriculture and Food Industry Sabah on the 11th September 2007. The station was built to irrigate paddy fields in the Papar-Benoni Langkawit Irrigation Scheme. More photos.


Ir. Heng Aik Kok calls it a day
7 July 2007

6th July 2007 was the day Ir. Heng Aik Kok, Deputy Director, retired from government service. He joined the service and the department on the 15th January 1979. He graduated from the University of London with a degree in Science (Engineering) and thereafter a Master Degree in Concrete Structures and Technology from the same university in 1977. After graduation, he worked as a junior engineer for 16 months in the UK before returning to Sabah. He was appointed the Deputy Director on the 16th May 2000. We would like to wish Ir. Heng the very best in his future undertakings.


DID Family Day 2007

A combination of three DID offices, namely DID HQ, DID Inanam and DID Penampang, organised their family day on the 17th Mar 2007 at the Kota Kinabalu Wetland Centre, Likas. The main objective was to inculcate love for nature and protection of the environment especially the mangrove forest. Ir. Heng Aik Kok, the Deputy Director officiated the function which was attended by 160 people comprising of DID staff and their families. Mangrove seedlings planting and a gotong royong to clear rubbish were conducted during the function. Photos.

18th DID Bi-annual Sports Meet

The sports club of DID Ranau - KSH.JPS.Ranau - is the overall champions for this year's sports meet which was held from the 2-3 September 2006 in Sipitang district. Host, DID Beaufort did a good job in organising the event. A dinner was held in conjuction with the closing ceremony which was officiated by Ir. Ho Jin Wah, J.P. and attended by many officers and members of the club. Results.


MSMA and ESCP Training
17 Aug 2006

In its effort to dissiminate knowledge and educate the local engineering professionals in the State on MSMA and ESCP concepts, DID Sabah is organising a 3-day course starting on the 16 - 18 August 2006 in Kota Kinabalu. MSMA (Manual Saliran Mesra Alam) and ESCP (Erosion and Sediment Control Plan) are two manuals produced by DID Malaysia to address flash floods, erosion and sediment problems caused by land development. Ir. Ho Jin Wah who is the Director of DID, in his welcoming speech stressed that it is important for those who are responsible in preparing and designing the development plans acquire the necessary knowledge and skills to ensure the plans submitted are of the highest quality.


Appointment as Director of Water Resources

The Director of DID Sabah has been officially appointed as the Director of the State's Water Resources. With this new mandate the Director will implement and enforce the Water Resources Enactment. He is responsible to manage the State's water resources in accordance to the State Water Resources Master Plan and to coordinate administrative action for water resources management.

Tranfer of Officers
22 Mac 2005

After almost 15 years with DID, En. Jasli Tindi, the Administrative Officer, was transfered to PWD effective 21 Mac 2005. In his farewell speech, he mentioned that transfers are unavoidable in the civil service especially so in the pool service. He also advised and stressed the importance of the 'PTK' of which every officer has to go through. We in DID wish him the best in his future undertakings. The new officer replacing En. Jasli is Cik Mariam Omar Maturin from JPAN.


THE DID 17th SPORTS CARNIVAL

The 17th Biannual DID Sabah Sports Carnival was held on the 15-19 Dec 2004 in Kudat. The host, a combination of Kudat and Kota Marudu did a splendid job in organising the sports meet. The overall champion was the combined effort of the host - Kudat/Kota Marudu, but with HQ giving them a tough fight came in second. The eventful meet came to an end with a closing ceremony cum dinner at a leading hotel in Kudat. The guest of honour the Director of DID, Ir Ho Jin Wah, Deputy Director Ir Heng Aik Kok and other officers were in attendance. Till we meet again in BEUAFORT 2006!! Overall Results

New DID Sabah Headquarters Office
9 Mar 2004

DID Headquarters is scheduled to move to its new office at Wisma Pertanian on the 15 - 17th March 2004. The new building which will be housing all the departments and agencies under the Ministry of Agriculture and Food Industry, Sabah, is located near the State Archives along Jalan Penampang. DID will be occupying part of the 5th floor of these 9 storey complex.

At the moment, everyone in the 'old' HQ is busy packing. Any incovenience caused to our customers is much regretted and hopefully things will be settled by the end of March 2004.


DID SEMINAR, Kota Kinabalu

DID Sabah's first seminar was successfully held on the 16 Jan 2004 at the Palace Hotel Kota KInabalu and was officially opened by the Director of DID Ir. Ho Jin Wah. He noted that this was a 'starter seminar' and therefore there was no theme given and topics to be presented were open. The main objective of this seminar is to reduce the gap between the senior group of engineers with the up and coming juniors by way of sharing of experience and exchange of ideas. This seminar is planned to be held once a year. Topics presented were as follows:-

In conjunction with the World Day for Water 2004 (22 March - as declared by United Nation General Assembly), the Malayisa National Committee for International Hydrological Programme (IHP) in collaboration with Bahagian Keselamatan Negara, Prime Minister Department and other related government agencies will be holding a special launch and celebration in Centre Point Shopping Complex, Kota Kinabalu between 8 - 9 May 2004.

Water and Disasters is the theme for World Water Day 2004. This is in concurrent with the relevant provisions of the ministerial declaration of the ministerial conference of The Third World Water Forum, held at Kyoto, Japan on 22 and 23 March 2003, on water related disasters. Weather, climate and water resources can have a devastating impact on socio-economic development and on well being of humankind. According to the World Meteorological Organisation weather and climate related extreme events, such as thunderstorms, storms, cyclones, floods, drought and landslides, account for nearly 75% of all disasters. The UN International Strategy for Disaster Reductions resolution (I) has emphasized that disaster reduction, including reducing vulnerability to natural disasters, is an important element that contributes to the achievement of sustainable development.

As we have realized that the occurrence of natural water related disasters such as floods, drought and land slides had became more severe and frequent in recent years which have resulted in massive loss of life and long term negative social, economic and environmental consequences for vulnerable societies through out the world. The need to respond to the importance of strengthened coordination and cooperation to integrate activities and expertise of various sectors involved in the earlier warning process which was highlighted in the Review of the Yokohama Strategy for a safe world : guidelines for national disasters prevention, preparedness and mitigation and its plan of Action.

Among the activities planned in conjunction with the celebration in Malayisa are colouring and drawing contests for primary school students, a special water related exhibition in Centre Point Shopping Complex and quiz for public. The event will be officially launched by The Right Honourable Chief Minister of Sabah.


SABAH'S BIGGEST CATCHMENT PLAN

Kota Kinabalu: An integrated catchment management plan will be developed for Kinabatangan, the biggest project to be carried out in the State, following the signing of a memorandum of understanding between WWF-Malaysia and the Drainage and Irrigation Department (DID) Saturday. SITE SEMINAR

SITE: Sabah Interagency Tropical Ecosystem, is a forum where government agencies get together and exchange ideas, and share information of mutual relevance. This year the seminar, held from the 13-15 October, 2003, was organised by the Department of Irrigation and Drainage around the theme of Integrated Catchment Management. The Theme was very appropriate as the Water Resources Management Section of the DID for the last few years have been working with designing and implementing Integrated Catchment Management together with many other agencies.

The three day seminar was a attended by over 150 participants from Sabah, Sarawak and Peninsula Malaysia.

The seminar was kindly sponsored by the Danish Government.

RESULTS OF THE DID 16th SPORTS CARNIVAL
The DID Sabah biannual sports event was successfully held from the 2-3 of November 2002 which was hosted by DID Ranau. The games was officiated by Ir. Ho Jin Wah, Director of DID Sabah on the 2 Nov morning at the Ranau padang. Also present were Ir. Heng Aik Kok, Deputy Director and officers of the department. After two days of competition, host Ranau emerged the overall champion.

DINNER TALK ON WATER RESOURCES MANAGEMENT

In conjunction with a seminar jointly organized by Universiti Malaysia Sabah and Kyoto University of Japan under the JSPS-VCC Programme (Environmental Science Engineering and Ethics), Pengarah Pengairan dan Saliran Negeri Sabah was invited to give a talk on "Water Resources Management" at a dinner attended by seminar participants at the Promenade Hotel in Kota Kinabalu on 7th October 2000.

MS ISO9002:1994 Conformance Audit by MAMPU
The compliance audit was smoothly conducted by auditors from MAMPU. The audit team was lead by Pn. Evelyn Liew Yuen Chun and assisted by Cik Catherine Ridu. The audit started with an opening meeting on the 22nd Feb 2001 at the DID Penampang Office. Present were the the Management Representative, Ir. Heng Aik Kok; the Deputy Management Representative, En. Chung Kin Chong; the internal auditors, En. Patrick Chang and Ir. Ronald Tan and also part of the ISO team En Michael Liangson and Pn Rosina Moiji. The audit was conducted for two days and ended with a closing meeting on the 24th Feb 2001 at the DID Headquarters meeting room. Unfortunately the Director, Ir. Ho Jin Wah could not attend both of these meetings due to other official commitments.

MS ISO9002:1994 Internal Quality Audit
This audit was conducted to fulfill the requirement of the MS ISO9002:1994 standard. The scope of the audit conducted was "The Operation and Maintenance of the Urban Flood Mitigation Scheme Sabah for Kota Kinabalu and Penampang". The Audit Team was lead by En. Patrick Chang as the Lead Auditor, En. Ronald Tan Sing Tee and En. Siraja Bashora. The audit was carried over a period of three days from the 31/1/2001 to 2/2/2001 at the
DID Office in Penampang. On site to assist was the Deputy Management Representative En. Chung Kin Chong and Staffs of the Flood Mitigation Unit.


Stormwater Management Manual Seminar.
This seminar was attended by about 40 participants from the Government as well as the private sector. The seminar was officiated by Datuk Cladius Roman the Deputy State Secretary II on the 9th of October 2000 at the Pan Pacific Sutera, Kota Kinabalu, Sabah, Malaysia. The 15th DID Sabah Sports Carnival, Keningau
The Sports Carnival was held from the 7th to the 9th of September 2000 hosted by DID Keningau/Tambunan. The event was very successful thanks to the excellent preparation done by DID Keningau/Tambunan, . The opening ceremony was officiated by Ir. Heng Aik Kok, the Deputy Director whereas the closing ceremony was officiated by the Director, Ir. Ho Jin Wah who is also the President of the Kelab Sukan dan Hiburan. Also in attendance as special guest was the former director,
Ir. Daniel K. K. Wong and wife. In all there were 11 contingents who participated. DID Keningau/Tambunan emerged as overall champions, DID Ranau was runner-up and third placing for DID Kota Kinabalu. Following are the full results:-

Congratulations to Ir. Ho Jin Wah and Ir. Heng Aik Kok for being appointed as new Director and Deputy Director
Congratulations from everyone at DID Sabah to Ir. Ho Jin Wah, for being appointed as the new Director of DID Sabah and Ir. Heng Aik Kok for being appointed as the new Deputy Director of DID Sabah. Ir. Ho Jin Wah, having served DID as Deputy Director for almost 20 years is replacing Ir. Daniel Wong Kah Kap who retires on Monday, 15th May 2000 after serving DID Sabah for 20 years as the longest serving Director in DID Sabah.

Ir. Daniel Wong Kah Kap, DID Sabah's longest serving Director will retire on Monday, 15th May 2000. He will clock out for the very last time on that day after 20 years of being DID Sabah's Director since 1981. Ir. Ho Jin Wah, Deputy Director of DID Sabah will replace him as the new Director.


Ir. Ho Jin Wah, Deputy Director of DID Sabah visit to Kedah Darul Aman
DID Sabah's Deputy Director, Ir. Ho Jin Wah have joined YB Datuk Seri Panglima Hj. Lajim Hj. Ukin, Deputy Chief Minister and Minister of Agriculture Development and Food Industry, and a group of delegates' visit to Kedah Darul Aman on the 9th April to 11th April, 2000.
